What is a Park System Plan?

It is a guide for the next 10 years of enhancing, maintaining, and adding to County’s parks, open spaces, recreational opportunities, and zoo. The Plan is informed by community needs and will direct the County’s decision-making.

Context

As of 2025, San Joaquin County is estimated to have 814,361 residents. It is the 14th largest County by population in the state of California. The highest concentrations of population appear in the incorporated cities, with Stockton standing out as the most densely populated area, followed by significant concentrations in Tracy, Manteca, and Lodi. The San Joaquin County Parks and Recreation Master Plan will respond to the distinct demographic characteristics of the county and ensure that park spaces, amenities, and programming reflect current and future needs of its diverse communities.

Timeline

The San Joaquin County Park System Plan was launched in January 2026. The project timeline outlines a year-long process to develop the Plan. It began with a strategic kick-off meeting, followed by needs assessments and detailed operational, zoo, and financial analyses. Community outreach and engagement occur concurrently through focus groups, community survey, pop-up events, and workshops to inform the planning process. These inputs will guide the visioning and strategy phase, leading into preparation of the draft plan, public review, and final plan development.
